There was never any doubt that the Keystone XL pipeline would increase the price at the pump for consumers. In fact, TransCanada, the company that wants to build the pipeline, told Canadian regulators that the pipeline would allow TransCanada to raise the United States energy bill by $4 billion per year by limiting the supply of Canadian crude to Midwest refineries and rerouting it to Gulf Coast refineries.

		The Natural Resources Defense Council on Tuesday released a report dispelling the myth that the proposed Keystone XL tar sands pipeline would lower gas prices. Rather, the opposite is true, findings show.
	
		On a conference call with reporters on Tuesday, report author and NRDC attorney Anthony Swift called the pipeline’s impact on gasoline prices “one of the most misunderstood issues surrounding the proposed Keystone XL,” adding that when TransCanada originally proposed the pipeline, they pitched it as a way to increase the cost of oil in the United States, providing increased revenue for Canadian producers. Since then, proponents of the pipeline in the United States have pitched it as a means of decreasing U.S. gasoline prices.
	
		Swift’s study examined these two conflicting claims, and findings suggest that the former is the true one. “Our study has found that Keystone XL is likely to both decrease the amount of gasoline in U.S. refineries for domestic markets and increase the cost of producing it, leading to even higher prices at the pump,” Swift told reporters.


	The report finds that the pipeline would direct crude away from midwestern refineries that produce regular gas to Texas refineries that produce diesel. The result would be an artificial shortage for most consumers.

	So, when Republicans (and far too many worthless Democrats) tell you that Keystone will bring down gas prices, they either have no idea what they’re talking about or they’re lying to your face.

Senate Democrats will hold firm and reject House Republican demands to include approval of the Keystone oil pipeline in transportation funding legislation, their leader said Tuesday.

Senate Majority Leader Harry Reid (D-Nev.) said he would not in any way help Republicans move Keystone approval across the finish line…

Reid’s position creates more political uncertainty for popular transportation programs and sets Senate Democrats up for a collision with Speaker John Boehner (R-Ohio) and other Republicans insisting on the project as a price for a new highway bill.

Reid’s tough line on the Alberta-to-Texas pipeline was also reflected in the lawmakers he chose Tuesday to negotiate with the House.

He’ll have plenty of time to build it after he loses the election this November!

“We have to see a plan for the Keystone pipeline, and the idea of saying vote for it before you see a plan, particularly when the first plan was so bad, is a bad idea,” [Democrat Chuck] Schumer said. “So I’m waiting to see what the company’s plan is, and I don’t think any of us, or most of us at least on our side, are going to be rushed into something until we see what the plan is.”

At the peak of December’s payroll tax cut showdown on Capitol Hill, two top Republican aides discussed with me the pros and cons of making the Keystone XL pipeline a centerpiece of the debate.

They relished the idea of forcing President Obama to take a public stand on the pipeline early in an election year, instead of after the election as he had wanted. And they were eager to force him to choose between supporters in the labor movement, some of whom are pushing for the pipeline, and others in the environmental movement who vehemently oppose it. So they decided to go for it.

At the same time they knew he’d likely have to reject the project, and for them that created a dilemma.

“It’s a question of whether we’d rather have the pipeline or the issue,” said one of the GOP aides. Black or white.

In the end they chose the issue.

The Republicans believe they have President Obama in a box: either he approves a controversial Canadian oil pipeline or they accuse him of depriving the nation of jobs. Mr. Obama can and should push back hard.

This is precisely the moment for him to argue the case for alternative fuel sources and clean energy jobs — and to lambaste the Republicans for doubling down on conventional fuels while ceding a $5 trillion global clean technology market (and the jobs that go with it) to more aggressive competitors like China and Germany…

The Republicans’ claim that the pipeline will create tens of thousands of new jobs — 20,000 according to House Speaker John Boehner and 100,000 according to Jon Huntsman — are wildly inflated. A more accurate forecast from the federal government, one with which TransCanada, the pipeline company, agrees, says the project would create 6,000 to 6,500 temporary construction jobs at best, for two years.

The country obviously needs more jobs. Mr. Obama needs to lay out the case that industry, with government help, can create hundreds of thousands of clean energy jobs without incurring environmental risks — by upgrading old power plants to comply with environmental laws, retrofitting commercial and residential buildings that soak up nearly 40 percent of the country’s energy (and produce nearly 40 percent of its carbon emissions) and promoting growth in new industries like wind and solar power and advanced vehicles.



Where the Real Jobs Are
